WHT PDLP (Part 2) - Berrys Bay
Transport and delivery partner, ACCIONA, are committed to reconnecting people with the history, foreshore lands, and waters of Berrys Bay.
We recognise that Berrys Bay foreshore parkland presents a significant opportunity to return a previously derelict site to the community as a foreshore parkland for future generations.
At Berrys Bay, our vision is to contribute to the community by giving back in meaningful ways through new open spaces and landmark features that respect and acknowledge the Country they are built on.
The area will be reshaped with accessible open spaces, community facilities and improved connection to the water’s edge and harbour views.

Place, Design and Landscape Plan
The draft PDLP is now closed for community feedback. The key design elements for feedback were:
play facilities
park facilities such as barbeques, shelters, seating and pathways (including materials and finishes)
Woodley’s Shed, reimaged as new community pavilion with both outdoor covered space and indoor space (including materials and finishes)
landscape design including the type and location of native plants.
What we heard and what happens next?
In February 2026, we released a summary of the submissions received. The summary outlines that 104 submissions were received, how we consulted and what we heard. Submissions were made up of:
87 website responses (online survey)
16 email responses
one hard copy response.
We heard from 98 individuals and the following six groups:
North Sydney Council (Council)
Council’s Access and Inclusion Committee
two North Sydney precinct committees
one local business
one community group.
What we heard
A wide range of feedback was received about all elements proposed for Berrys Bay foreshore parkland and the reimagined Woodley’s Shed community pavilion.
We heard a balance of ideas from the community where many preferred to keep the proposed design for the parkland, while others provided suggestions on how to expand future uses of the parkland and the reimagined Woodley’s Shed community pavilion.
Many want the site at Berrys Bay to become a place for everyday informal recreation including walking, kayaking on the water, small gatherings amongst the native plantings and trees which extend the native bushland which Balls Head and Waverton peninsula are known for.
Many also felt that the new park should contribute to habitat preservation, sustainability, education opportunities for students and visitors, and offer natural places and green spaces for people to connect, or to relax by the harbour’s edge with iconic water views.
Feedback received on the concept design for the reimagined Woodley’s Shed community venue was generally positive and is being used for further discussion with North Sydney Council on how the design can allow for increased flexibility of usage, capacity and accessibility.
While all ideas are valuable, the decisions on what can be included in the parkland (as outlined in the PDLP) must be balanced across a range of factors. Read the summary for more details.
What happens next
All feedback assists our work to finalise the design for Berrys Bay foreshore parkland including the reimagined Woodley’s Shed community pavilion. This includes finalising the PDLP (Part 2) - Berrys Bay for final approval from Department of Planning, Housing and Infrastructure.
Construction work continues in 2026 and includes sea wall rectification, ground remediation and earthworks. Construction will continue for up to twelve months in parallel with the final design for the reimagining of Woodley’s Shed as a community pavilion. We will continue to keep the community informed of project progress including design updates.
