Welcome to the Medlow Bath Upgrade REF virtual information room.

Hello and welcome to the virtual information room for the display of the Medlow Bath Upgrade Review of Environmental Factors (REF) and Concept Design.

We have set up this room to help you learn more about important aspects of the project.

As COVID-19 restrictions are once again in place, we regret we are unlikely to be able to offer face-to-face consultation at this time.

Consultation will be held online to ensure your safety and comply with COVID-19 restrictions.

If restrictions ease before consultation ends on 24 August, we will organise face-to-face consultation, in line with the existing guidelines at that time.

Environmental assessment

  • Transport for NSW is committed to a safe and sustainable transport system for the whole state. This means that all transport infrastructure plans, design, construction, operations, maintenance and management will take into account economic, environmental, health, community and social factors.

    The Great Western Highway Upgrade

    The final alignment of the Great Western Highway in Blackheath will be decided through community feedback, alongside further survey work, technical studies and environmental assessments. The Medlow Bath will require assessment under the NSW Environmental Planning and Assessment Act 1979.

    Scoping of stages

    The upgrade program will be delivered in stages or sections. Once a route for each section of the upgrade program has been determined, the project team will prepare a Scoping Report for sections requiring an Environmental Impact Statement (EIS) which:

    • describes the project
    • identifies the relevant strategic and statutory context
    • summarises the results of any early community engagement
    • identifies the scale and nature of the impacts of the project
    • outlines the proposed approach to assessment and community engagement.

    This report is submitted to the NSW Department of Planning, Industry and Environment (DPIE).

  • Environmental Impact Statement

    The EIS will assess the economic, environmental and social impacts of the project to help the community, government agencies and the consent authority to make informed decisions on the merits of the project. The EIS will also include consideration of how to manage any impacts.

    Once the EIS has been prepared, there will be a period of public exhibition where public submissions are invited.

    Considerations/investigations that Transport for NSW typically undertakes as part of preparing the EIS, include but are not limited to:

    Environmental assessment for Blackheath

    When an environmental assessment incorporating Blackheath has been completed, there will be a period of time for display and consultation.

    Engagement with the Blue Mountains community to help inform the decision-making on this matter has, and will continue to be a key part of our planning processes.

Urban Design

  • There are three major areas where urban design has a prominent role in road tunnel design. These include: 

    • Limiting the physical and visual impact of the tunnel on the surrounding environment for local residents, integrating local pedestrian and cycle connections and design to enhance local landscape characteristics 
    • Improving the comfort and general driver experience, and to encourage intuitive driver decision making, which has the potential to enhance driver safety
    • Ensuring that the tunnel delivers benefits to tunnel users, and the surrounding urban or rural environment. A successful road tunnel project requires a joint approach to the task of sensitively fitting a tunnel into its built, natural and community environment.

Transport is seeking local representatives to provide a community perspective and ensure community concerns are considered on the development of the bridge design. Representatives will join the briefing sessions and help us focus on local values and the concept design before they are presented to the wider community.

What is an REF?

The REF describes the key features of the Medlow Bath project and assesses the potential environmental and social impacts during construction and operation.

The REF document also makes recommendations on measures to manage and minimise potential impacts from the project.

The REF covers topics such as noise, vibration, traffic, air quality, flooding, Aboriginal and non-Aboriginal heritage, and socio-economic, agricultural property and biodiversity impacts.

The REF display is an opportunity for the community to make comment on the environmental impacts and mitigations for the proposed upgrade.

Make a submission

You can make a submission on the EIS to the Department of Planning, Industry and Environment (DPIE) either online or by posting a letter.

To make a submission online, create a user account on DPIE's Major Projects website. To create a user account click the ‘Sign In’ icon in the top right of the homepage or under the ‘Services’ tab and then click the ‘Have Your Say’ link.

When you are logged in, find the project you want to have your say on, and click the 'Make a Submission' icon. 

Anyone can make a submission about the project within the exhibition period, which runs from XXXXX.

Before making your submission, please read DPIE's Privacy Statement or telephone 1300 305 695 for a copy. DPIE will publish your submission on its website in accordance with its Privacy Statement.

  • The name of the application and the application number (Medlow Bath; SSI_7666)
  • A statement on whether you support or object to the proposal
  • The reasons why you support or object to the proposal
  • A declaration of any reportable political donations made in the previous two years.
