Major milestone for Sydney's new harbour tunnel

Sydneyβs historic third harbour crossing has reached another major milestone with the $4.24 billion contract to deliver stage two of the project awarded to ACCIONA.
The project has reached a significant milestone. After a successful competitive tender process, we have awarded the second and final stage of the Western Harbour Tunnel (WHT) to delivery partner Acciona Construction Australia to design and build this stage, which includes:
Connection to Stage 1 at Birchgrove
Tunnelling between Birchgrove and Warringah Freeway
Complete tunnel fit-out.
Transport has determined the TBM methodology to be the best overall solution to deliver Stage 2 tunnelling beneath Sydney Harbour. Our specialised TBM machines will each tunnel for about 1.5km from Birchgrove to Waverton including under the Sydney Harbour seabed, connecting the northern and southern ends of the project.

Update about the use of the Victoria Road temporary construction site
19 May 2022
The Western Harbour Tunnel project, approved in January 2021, had identified the Victoria Road temporary construction site (which includes the former Balmain Leagues Club site) to support tunnelling activities for around four and a half years.
It was determined following the contract award in January 2022 for the Stage 1 and during the current tender process for Stage 2, that the Victoria Road temporary construction site is no longer required for the Western Harbour Tunnel project.
It is not uncommon during the during the procurement and more detailed design phases for the aspects of the project to change. We acknowledge how important this site is to the Inner West community and want to ensure the space is returned as soon as possible to further minimise disruption.
Transport will continue to work closely with affected stakeholders on the next steps.
Asset Manager confirmed for Harbour Tunnels

The NSW Government has signed a long-term contract with Ventia for the asset management, operations and maintenance of the Sydney Harbour Tunnel and future Western Harbour Tunnel.
Ventia is one of the largest providers of asset management, road network, motorway and tunnel operations and maintenance services in Australia and New Zealand.
The 15 year contract, worth $450 million, includes two further 10-year options at the discretion of the NSW Government.
The new agreement will see a continuation of the high standard of service that has been delivered over the life of the current Sydney Harbour Tunnel contract.
The agreement is unrelated to tolling arrangements.
βThe contract will create a more integrated road network and support quick, safe and reliable trips for motorists,β Transport for NSW Deputy Secretary Camilla Drover said.
βEfficient and sustainable solutions will be put in place across both road tunnels, benefitting motorists and taxpayers for years to come.β
Construction of Western Harbour Tunnel to begin in mid-2022

Major construction on the Western Harbour Tunnel will start in mid-2022 with a $722 million package to deliver the first stage of tunnelling awarded to John Holland and CPB JV.
The first package will include construction of around 1.7 kilometres of mainline tunnels from Rozelle to Birchgrove.
Partnering with John Holland and CPB JV, who are currently working on the Rozelle Interchange site, will ensure a seamless continuation of the tunnelling work already underway.

Shortlist of tenderers for second stage of Western Harbour Tunnel

Following an Expression of Interest process, Transport for NSW has confirmed the final three applicants to tender for stage two of the Western Harbour Tunnel are:
Acciona Construction Australia
Bouygues Construction Australia & Vinci Construction Grands Projets Joint Venture
John Holland, CPB Contractors and UGL Engineering Joint Venture.
The second package will be to deliver the remainder of the Western Harbour Tunnel, including the northern tunnelling from Birchgrove, across Sydney Harbour and on to North Sydney, the marine work and all tunnel fit-out.
The procurement process is underway, and the contract will be awarded in late 2022.
