About the plan
The Western Harbour Tunnel project (WHT) will make it easier, faster and safer to get around Sydney. Our vision is to contribute to the community, giving back in meaningful ways through new open spaces and landmark features that acknowledge the Country they were built on.
Due to a change in the construction methodology for tunnelling under Sydney Harbour, foreshore land at Berrys Bay, Waverton is no longer required as a tunnelling construction site. The site will be returned to the community as new foreshore parkland by Transport for NSW (Transport) with delivery partner, ACCIONA.
As part of the design process, we are inviting feedback on the draft PDLP for Berrys Bay.
What is the WHT PDLP?
The WHT PDLP outlines how public spaces connected to the WHT project will look, feel, and function once construction is complete. The PDLP includes designs for buildings, roads and tunnels, as well as for parklands, footpaths, public spaces and native plants.
The PDLP also outlines the design development process and reflects the historical and cultural significance of the area, including its connection to Cammeraygal and Wangal Country. It incorporates sustainability features, heritage interpretation and opportunities for public art.
The PDLP is a requirement under the WHT projectβs Conditions of Approval. It is presented in three parts. Each part has its own key objectives and is being consulted on separately as outlined below.

Critical tunnel infrastructure and in-tunnel public art
WHT PDLP (Part 1) was completed in mid-2024, was on public display until end July 2024 and has been approved by the Department of Planning, Housing and Infrastructure (DPHI) on 10 June 2025. This plan details the critical surface and in-tunnel infrastructure required to deliver the project.

Berrys Bay
Transport and WHT delivery partner, ACCIONA, are committed to creating a new foreshore parkland for the community and reconnecting people with the history, foreshore lands, and waters of Berrys Bay.
The draft PDLP is open for community and stakeholder feedback until Sunday 24 August 2025.
WHT PDLP (Part 3)

Cammeray Parklands
The third and final part of the WHT PDLP, Cammeray Parklands, will be for a new public park between Warringah Freeway and Cammeray Golf Course, Cammeray. This land is currently being used for the construction of Warringah Freeway Upgrade (WFU) and WHT.
Transport and WHT delivery partner ACCIONA, is in the early stages of developing the design for Cammeray Parklands.
We are excited to be able to return this open space to the community sooner than expected, now it is no longer required for the Beaches Link project.
