Western Harbour Tunnel is being delivered in two stages. The southern section of the tunnel, Stage 1, is being delivered by John Holland CPB Contractors (JHCPB) and includes the excavation of 1.7km of the tunnel between Emily Street in Rozelle to Cove Street in Birchgrove. This stage is excavation only and does not include tunnel fit-out activities.
Tunnelling started on 29 June 2022 underneath Emily Street, Rozelle, and progressed under Balmain in 2023. We are now moving towards Birchgrove where we expect to arrive in July 2024.
All residents within 50 metres of the outer edge of the tunnels will be offered a free Property Condition Survey (PCS) before we start any tunnelling near you.
The PCS provides a clear record of the property’s condition before construction starts, and another PCS will be done after construction has been completed.
Eligible residents will be offered a PCS eight to 12 weeks before tunnelling starts in the area. We will send three offer letters via post directly to the relevant residential addresses.

JHCPB held tunnelling information sessions for Birchgrove residents in May 2024 to provide relevant information about timings, ground conditions and tunnel design in Birchgrove, as well as provide the opportunity for you to ask questions. Western Harbour Tunnel Stage 2 contractor, ACCIONA, also provided an overview of their upcoming work. A video of the online community information session is available to view here.
