Revised construction method selected to build the 2.6km viaduct (bridge) over the Hunter River on M1 Pacific Motorway extension project
Following extensive consultation with the community and stakeholders, a revised construction method has been selected to build the over-water section of the 2.6-kilometre viaduct across the Hunter River as part of the M1 Pacific Motorway extension to Raymond Terrace project.
Transport for NSW has refined the construction methodology to reduce potential impacts from flooding.
It was clear from the consultation that community members were concerned about potential flood impacts but also wanted reduced environmental impacts and faster delivery of the project.
Transport will use a single, 80-metre temporary rock platform on the western side of the river, together with a small jetty on the eastern side of the river, to allow barges to build the over-water section of the viaduct.
Transport received feedback from around 100 residents and used this to select the revised option. This option includes the use of barges in the deeper section of the river but will eliminate the need for dredging in the shallow section.
The revised option reflects a balance between the differing community views and the project’s objectives. It provides time and safety advantages by reducing the construction duration and minimising the period for risk of increased flood impacts to properties. It also eliminates the need for dredging in the river - improving safety, efficiency and environmental management of the work.

All community members and stakeholders were invited to participate in a ‘Have your say’ consultation program from Friday 12 July to Monday 5 August 2024. This program aimed to support the community understand of the two viaduct construction options and their potential impacts.
The project team held five community drop-in sessions at three venues near the project site. These sessions provided an opportunity for community members and stakeholders to attend, ask questions, and share feedback on the proposed construction options for the 2.6-kilometre viaduct over the Hunter River near Hexham.
Flood specialists, project engineers, community engagement staff, and environmental and construction personnel from the project team were present at each session. They were available to answer questions about the construction methods and explain the project’s approach to managing flood impacts during construction.
