The Environmental Impact Statement (EIS) was exhibited by the NSW Department of Planning, Industry and Environment (DPIE) for 33 days from 16 October 2019 to 18 November 2019.
In accordance with Section 5.17 of the Environmental Planning and Assessment Act (1979), Transport for NSW has prepared an EIS Submissions Report to provide responses to the issues raised in the submissions received during exhibition of the EIS. The EIS Submissions Report identifies the submitters and issues raised during exhibition, the responses to issues raised and clarifications of discrepancies that have been identified since the exhibition of the EIS. The environmental management measures for the project, including any updated or additional measures are also included in the EIS Submissions Report.
A total of 51 submissions were received by DPIE from 50 submitters (one submitter provided two submissions). The 50 submitters were comprised of:
23 individual community members
Five special interest groups or businesses
22 government agencies, local council or utility providers.
Why has Transport for NSW prepared an Amendment Report (AR)?
Transport for NSW (Transport) submitted a request to the Department of Planning, Industry and Environment (DPIE) to amend the project under clause 192 of the Environmental Planning and Assessment Regulation 2000 (NSW) (EP&A Regulation) to include changes to design and construction since the Environmental Impact Statement (EIS) exhibition.
These project changes provide functional improvements to the design and improved integration with surrounding major transport infrastructure projects and potential future development. They also respond to issues raised in community and stakeholder submissions, and in some instances, further reduce the potential impacts of the project as described in the EIS.
DPIE gave Transport approval to amend the project in May 2020 and requested that Transport prepare an Amendment Report to outline the proposed design and construction changes to the project and assesses the associated environmental impact. Where required, the report has included additional or revised environmental management measures to manage or minimise environmental impacts.
The Amendment Report was exhibited by the NSW Department of Planning, Industry and Environment (DPIE) for 14 days from 21 October 2020 to 4 November 2020.
This Amendment Report Submissions Report identifies the submitters and issues raised during exhibition of the Amendment Report. It includes a response to those issues raised (Chapter 3 and Chapter 4), clarifications and minor updates to the project that have been identified since the preparation of the Amendment Report (Chapter 5), and an assessment of impacts on the minor updates to the project (Chapter 6). The Amendment Report Submissions Report also provides revised environmental management measures for the project (Chapter 7).
