Review of Environmental Factors (REF)

The NSW Government is planning for the future and proposing to build a link road from the intersection of Garfield Road West and Denmark Road, Riverstone to the Westminster Street bridge, Schofields.

As part of the planning for the upgrade an environmental impact assessment, called the Review of Environmental Factors (REF) has been prepared and is available for public comment until Monday 14 December 2020.

Review of Environmental Factors (REF)

The REF for Denmark Link Road examines a new link road between Garfield Road West, Riverstone and the Westminster Street bridge, Schofields. This new link road would alleviate traffic congestion along Garfield Road West around the railway level crossing at Riverstone and would provide an alternate local connection for light vehicles to cross the Richmond railway line, to avoid the Riverstone town centre.

The preferred option would provide a link road from Garfield Road West, Riverstone via Denmark Road intersection to West Parade. West Parade would be extended to the Westminster Street bridge, Schofields. The proposal would link to new traffic lights that were completed in September 2016 at the Westminster Street and Railway Terrace intersection.

Traffic

Once completed the proposal would help to reduce traffic delays for motorists waiting to cross at the Garfield Road Rail level crossing.

Noise

Denmark Link Road would introduce additional traffic along the proposed route. The REF has identified the properties that would be considered for noise mitigation measures.

Heritage

The proposal would encroach on the heritage curtilage of the locally listed Hebe Farm, however Hebe Cottage itself would not be impacted.

Biodiversity

About one hectare of native vegetation would require removal, however it is not likely to significantly impact threatened ecological communities, species or their habitat.

Landscape character and visual amenity

The temporary impacts on visual amenity during construction activities would be confined to the road corridor and immediately adjacent areas. Where the removal of trees is required during construction, the area will be landscaped in consultation with Blacktown City Council.

Key features of upgrades include:

  • Two lane local road
  • A new right-turn bay along Garfield Road West for traffic waiting to enter Denmark Road at Riverstone
  • Widening to the existing Denmark Road, Trevithick Street and West Parade.
  • Extension of Denmark Road and a new link road to Carlton Street
  • A new link road between Denmark Road and Carlton Street
  • A new intersection at Carlton Street
  • Extension of West Parade to connect to Bridge Street, near the Westminster Street Bridge at Schofields.

Benefits of the upgrades include:

  • Reducing the congestion and delays that are currently being experienced at the Garfield Road railway level crossing at Riverstone
  • Providing a local road connection for light vehicles wishing to use the Westminster Street Bridge, alleviating congestion on Garfield Road.
