Background
From early 2021, on-street parking was removed on Alfred Street North between High Street and Merlin Street, and on High Street, Whaling Road, Rose Avenue and Wyagdon Street so we could build the Warringah Freeway Upgrade.
We will be progressively returning the majority of on-street parking as our work finishes in each location.
Permanent on-street parking options
In accordance with the Minister’s Conditions of Approval (E142), we have explored options to mitigate the loss of parking along Alfred Street North. This includes identifying opportunities to provide additional parking beyond what was outlined in the project’s Environmental Impact Statement (EIS) and shown in the Place Design and Landscape Plan (PDLP).
Following comprehensive site investigations and consultation with residents and North Sydney Council, parking options have been developed. These options consider the parking needs of the local community while maintaining existing limited green spaces.

We are seeking your feedback on proposed options to return more on-street parking on Alfred Street North than what was originally planned, as well as proposed changes to North Sydney Council parking restrictions.
We want to find out which on-street parking proposals are supported by the community so these permanent on-street parking spaces can be implemented when we finish our work.

What happens to your submission?
All feedback received during the public display period will be considered as we finalise the permanent parking options.
In consultation with North Sydney Council, a summary of the feedback received and our response will be provided to the Department of Planning, Housing and Infrastructure (DPHI) in line with the Minister’s Conditions of Approval for the project. We will inform you when a summary of community feedback is published on the project website.
Community consultation will be open from Monday 22 September until 5pm Sunday 26 October 2025.

These will be your on-street parking spaces, and we want to make sure you have the opportunity to have your say. The feedback form has been divided into two different locations. You can provide feedback on one of these locations or both.
1. Lower Alfred Street North - between Whaling Road and Ridge Street shared user bridge
2. Upper Alfred Street North - between Ridge Street shared user bridge and Merlin Street
a. Whaling Road to Mount Street
Parallel parking spaces are proposed north of Whaling Road and accessed from Alfred Street North travelling southbound. This would provide up to four (4) more permanent on-street parking spaces in this area than currently planned. Following initial feedback from residents and businesses, a loading zone is proposed to be included in this area. Refer to the map above for details.
b. Kurraba Road to Darley Street
Diagonal and parallel parking spaces are proposed south of Darley Street and accessed from Alfred Street North travelling southbound. This would provide up to eight (8) more permanent on-street parking spaces in this area than currently planned, making it a total of 18 on-street parking spaces. Refer to the map above for details.
Please note, some diagonal parking has been implemented temporarily in this area during construction.
On behalf of North Sydney Council, we are also seeking your feedback on proposed changes to parking permit areas and parking restrictions. To help mitigate the impacts of parking removal we have reviewed parking and parking restrictions on and near Alfred Street North. So you can consider both the proposed parking locations and the restrictions for those spaces at the same time, we have included them as part of this consultation.
a. We are seeking community feedback on the amalgamation of two parking permit areas, Area 1 and Area 30 on Alfred Street North. This would permit residents with a valid parking permit for either area to use on-street parking in both areas. All parking restrictions will be subject to 8:30am to 6:00pm Permit Holders Excepted Area 30 and Area 1 (some exceptions apply). Parking permit Area 30 and Area 1 are outlined on the map on page 2.
b. We have worked with Council to review existing and current parking restrictions in the area. To prioritise parking for local residents and businesses, Council is proposing a mixture of 2P and 9P metered and un-metered (8:30am-6:00pm Permit Holders Excepted Area 30 and Area 1) with the exception of designated areas and loading zones. Parking meters
temporarily removed during construction are being reinstated as parking is returned along Alfred Street North. Refer to the map above for details.

We are seeking any additional comments or suggestions you have on Alfred Street North permanent on-street parking. You can provide general feedback on permanent parking on Alfred Street North following Warringah Freeway Upgrade construction work in Section 3 of the online feedback form.
A combination of parallel and diagonal spaces are proposed. Due to space constraints, these spaces can only be implemented if Alfred Street North is permanently converted to one-way northbound between Rose Avenue and Merlin Street. This would provide up to 26 permanent on-street parking spaces in this area, which is 19 more than currently planned. Refer to the map above for details.
These spaces would be accessed from Alfred Street North travelling one-way northbound only. Rose Avenue and Wyagdon Street would be accessed by right turn from Alfred Street North and exit via right turn only to Alfred Street North northbound. A U-turn will be established at the intersection of Merlin Street, Alfred Street North and McIntosh Lane.

Motorists are expected to experience around a five minutes additional travel time when accessing these spaces via Bent Street and Winter Avenue or from Mount Street and Alfred Street North northbound.

a. The implementation of two car share spaces in McIntosh Lane
Two (2) on-street parking spaces are proposed in McIntosh Lane. We are seeking community feedback on installing two parallel parking spaces to be dedicated car share spaces for community use. Car share offers numerous benefits including reducing the need for car ownership, lowering local parking pressure and congestion. Car share provides a transport option for those without a car, encouraging sustainable travel.
b. Alfred Street North on-street parking in the shared zone south of Winter Avenue, at 433 Alfred Street North
Four (4) on-street parking spaces were identified to be replaced following detailed design of the shared zone in this area. These spaces will primarily service 433 Alfred Street North residents who require short term parking access to the building.

FAQs
Why was parking removed on Alfred Street North?
On-street parking was progressively removed along Alfred Street North, Neutral Bay between High Street and Merlin Street, and on Whaling Road and High Street, North Sydney.
The parking removal has allowed us to install the new Ridge Street shared user bridge access on Alfred Street North, widen the freeway and build the new southbound bus on ramp from Falcon Street.
The requirement for on-street parking removal was identified in the project’s Environmental Impact Statement (EIS) in 2020.
How many parking spaces are being returned to the community?
When our work is completed, at least 128 on-street parking spaces are planned to be returned as per the project’s Environmental Impact Statement (EIS) and Place, Design and Landscape Plan (PDLP). This includes 99 existing spaces being reinstated and at least 24 new on-street parking spaces being built on Alfred Street North near Kurraba Road.
We are now consulting on the proposal to return 33 more parking spaces on Alfred Street North. If all the proposals are supported by the community, a total of 161 parking spaces will be returned.
What are the proposed parking options to increase parking along Alfred Street North?
Based on community feedback, we understand that removing parking has had unique impacts to the surrounding community. Key feedback received to date has included parking for trades, deliveries and emergency services, as well as introducing clearways and loading bays.
While some feedback has been out of scope for the project, we have been actively investigating and pursuing more permanent parking options following feedback received, including prioritising reinstatement of loading zones spaces where possible.

Options on Alfred Street North, not currently on our approved final design, have been developed that consider the parking needs of the local community.

Why can only four spaces be returned on Alfred Street North between Mount Street and Whaling Road?
In Section 1(a), the lane alignment design has been carefully considered. To provide safe merging distances for southbound traffic from Alfred Street North and from Mount Street bridge, only four spaces can be installed to meet road safety specification requirements.
Will diagonal spaces be front to kerb?
Yes, angled parking allows more parking spaces to be introduced than parallel spaces in streets with limited space.
For Alfred Street North between Ridge Street shared user bridge and Merlin Street, Neutral Bay
If Alfred Street North between Rose Avenue and Merlin Street is one way northbound only, will Council rubbish collection be possible?
Council rubbish collection will be maintained as sufficient space will be available for Council trucks to navigate Alfred Street North.
What will the increase of traffic and noise be on Winter Avenue and Bent Street if all residents need to use this detour?
There will be minimal increased local traffic on Winter Avenue and Bent Street if the Section 1 proposal is accepted. Alternative access will also be available northbound via Mount Street.
What is a Resident Parking Permit and who issues it?
A Resident Parking Permit exempts a resident's vehicle from receiving a fine when parked in the appropriate, allocated resident exempt zone. The permit is issued by North Sydney Council for North Sydney area. Please note - not all residents are eligible to receive a parking permit. Where are the current parking spaces for Resident Parking Permit holders?
The North Sydney Council Local Government Area is divided into three resident parking zones (A, B, C) which are then further subdivided into 33 Resident Parking Areas.
We are proposing to amalgamate both of Alfred Street Norths area 1 and 30 into one to allow residents to access more parking spaces nearby.

Where will Council parking meters be in place and why?
Parking meters removed during construction are being reinstated as parking is returned along Alfred Street North. Council charges for parking also assists in managing demand and promoting equitable access to parking spaces. Parking restrictions and meters are managed by North Sydney Council. Why is the speed limit on Alfred Street North proposed to be 30 km/h?
Transport for NSW and North Sydney Council is proposing to reduce the speed limit from 50km/h to 30km/h along the proposed one way section on Alfred Street North between Winter Avenue and Merlin Street.
There are several safety, environmental, and community benefits, particularly in residential or high pedestrian activity areas on local street like Alfred Street North.
These include:
Improved safety for pedestrians and cyclists
Quieter, more liveable neighbourhoods that encourages walking, cycling, and community interaction, improving the sense of local amenity
Reduced traffic impact with minimal time loss.
Will the Merlin Street reserve temporary community car park be removed and returned to green space?
The Merlin Street temporary reserve temporary community car park will be returned to green space following the completion of work in this area. This was outlined in the project’s Environmental Impact Statement (EIS) in 2020.
