Feedback survey: Alfred Street North road design options

We are developing the detailed design for the Warringah Freeway Upgrade. As a part of the design process, we are seeking community feedback on three design options on Alfred Street North for pedestrians, cyclists and motorists.

The proposals aim to provide some key benefits for the community which include:

  • improved safety for interaction of pedestrians, cyclists and vehicles by reducing the speed limits and other safety measures like raised zebra crossing
  • allowing for reinstatement of a loading zone on Alfred Street North.

Community consultation will close at 5pm on Sunday 19 March 2023. Community feedback will be reviewed to determine the preferred option for the Alfred Street North permanent road layout.

Later this year, there will be further opportunities for you to provide feedback on visual amenity, including the look of the new Ridge Street bridge crossing, as part of the Warringah Freeway Upgrade Place Design and Landscape Plan (PDLP).

In February 2023 we are also consulting the community about design options for the Ridge Street bridge connection from Alfred Street North to the bridge.

Background

We are refining the design for how Alfred Street North, Neutral Bay will operate when Warringah Freeway Upgrade construction work is finished.

Following comprehensive site investigations and design workshops, three designs have been developed that meet compliance and safety requirements, and considers the needs of the local community, cyclists and pedestrians.

We are seeking community feedback on your preferred final road design option by 5pm Sunday 19 March.

These options are conceptual only and subject to detailed design.

Shared zome - Option 1

Option 1: Separated pedestrian and cycling connections

Key features:

  • Removing existing parking/loading bay on Alfred Street North

  • Installing an additional raised zebra crossing

  • Building a separate on-road southbound cycle lane

  • Retaining a footpath with 1.8m minimum width

  • Minimum 5m carriageway width, this allows access for passing a broken-down vehicle in line with traffic guidelines.

Option 2: shared path connectivity from Winter Avenue to Ridge Street shared user bridge and loading zone

Key features:

  • 2m vehicle lane plus 0.5m shoulder beyond the proposed road barrier

  • 2m shared path from Winter Street to 433 Alfred Street North, plus 1m verge for clearance to shared path along the loading bay

  • Indented kerb for loading zone

  • Allows cyclist crossing at raised crossing separated from pedestrians.

*levels and interface at property boundary to be confirmed.

Option 3: shared zone (10km/h) from Winter Avenue to 433 Alfred Street North property driveway

Key features:

  • Manages interaction of pedestrians, cyclists, road and property access vehicle movements with a reduced speed limit of 10kmp/h

  • Improves safety for interaction of pedestrians, cyclists and vehicles by reducing the speed limit to 10km/h

  • Allows for some retention of up to three on-street parking spaces and loading zone outside of 433 Alfred Street North.

  • Maintain existing 50km/h

Active transport
  • Provision of southbound separate on road cycle lane from Winter Avenue to the new raised zebra crossing
  • Northbound cyclists share the lane with other vehicles
  • Cyclists and pedestrians utilise shared path
  • Cyclists and other road users utilise shared zone

Parking /Loading zone
  • Removal of on street parking and loading zone near 433 Alfred Street North
  • Removal of existing on street parking near 433 Alfred Street North
  • New loading zone (shorter in length compared to the existing loading zone. Up to three car spaces to be confirmed through detailed.
  • Retention of adjusted loading zone near 433 Alfred Street North

Safety
  • Wider carriageway to allow access for passing a broken down vehicle
  • No separate northbound on road cycle lane. Potential for vehicles and cyclists conflict
  • Raised zebra crossing north of 433 Alfred Street North driveway directs pedestrians to cross at that point and slows down vehicles. This will create a lower speed environment that will assist vehicles exiting the 433 driveway
  • Pedestrians (along footpath) are segregated from cyclists or vehicles providing more safety for the pedestrians in the area.
  • Narrower carriageway width compared to Option 1 which will not allow vehicles to pass a broken down vehicle
  • Shared path will be delineated for each direction to improve safety of users.
  • Raised zebra crossing north of 433 Alfred Street North driveway directs pedestrians and cyclists to cross separately at that point and slows down vehicles. This will create a lower speed environment that will assist vehicles exiting the 433 driveway.
  • The speed will be reduced to 10km/h creating a low speed environment for the safety of pedestrians and cyclists. This low speed environment will assist vehicles moving through the zone and exiting the 433 Alfred Street North driveway safely.
