Safety

The narrow width of Heathcote Road bridge and the steep curved approaches were identified as a key factor in crashes, as well as speeding (contributed to 36 per cent of incidents).

The Heathcote Road bridge widening proposal can be implemented in the short term to improve road safety and network reliability. The proposal has the lowest environmental impact as it widens the bridge on both sides using headstock expansion.

The bridge approaches will be widened up to 250 metres on either side of the bridge. The total length of the works is 630 metres.

Key features include

  • widening the bridge by 1.4 metres on each side to create one wide 3.5 metre lane in each direction with 1.2 metre shoulders
  • widening the northern and southern bridge approaches, 250 metres each side
  • new retaining walls to support the slope along both bridge approaches
  • slope stabilisation and new drainage infrastructure.

The principal objective of the Heathcote Road bridge widening proposal is to deliver road safety improvement and the ability to be implemented in the short term.

To ensure a safe environment for both workers and road users during construction, full road closures will be required.

The construction timeframe for the proposal is estimated at about 22 months, with the project team working to develop construction methods to reduce road closures.

The main detour route during full road closure is about 20 kilometres.

The proposal includes a commitment for further investigation to identify potential alternate construction scenarios which would reduce the duration of full road closures required.

Transport for NSW acknowledges the traditional owners and custodians of the land and pays respect to Elders past, present and future. Archaeological investigation and survey identified places of Aboriginal cultural heritage significance within the surrounding area. Design refinements were successfully adopted to avoid impact to these identified sites.

The Heathcote Road bridge over Woronora River was completed in 1941 and has state heritage significance. It is close to other heritage items and conservation areas including unlisted features identified during survey. The design was developed closely with heritage and urban design specialists to minimise impacts to heritage aesthetic values. Heritage commitments for the proposal include formalising the bridge heritage curtilage, and re-incorporating sandstone materials.

Heathcote Road bridge is situated in a high quality biodiversity area including adjacent National Park.

Construction will have potential biodiversity impacts including direct impact from vegetation removal and potential indirect impacts such as from works directly over the waterway.

Design refinements were used as a first step to avoid biodiversity impacts to reduce vegetation loss. Where impacts could not be avoided, mitigation measures have been developed.

Biodiversity commitments include investigating provision of microbat habitat on the bridge, and completing works in accordance with a Microbat Management Plan.

The location is also considered a movement corridor for Koala. The proposal includes a commitment to provide Koala crossing furniture, with tie-in fencing, at the abutments to facilitate refuge and wildlife movement.

Protected microbats, Southern Myotis (Vulnerable in NSW) were identified in the bridge scuppers. Works will be undertaken as per a microbat management plan with input from microbat specialists to provide habitat throughout the phases of construction.

Targeted searches identified microbats using the bridge structure for roosting and the area under the bridge for general foraging.

The Woronora River is a recognised Key Fish Habitat. Transport will continue to consult with DPI Fisheries in the development of the proposal including water quality protection measures.

Heathcote Road bridge

The Heathcote Road bridge is a five span concrete bridge built in 1941 and is recognised as having State significance. The bridge piers consist of twin octagonal tapering columns.

Local sandstone

The Heathcote Road bridge has dramatic sandstone cuttings that show the local sandstone geology of the area.

Koala crossing

We’ll install fauna fencing and koala crossings under the bridge to provide refuge and facilitate wildlife movement.

Microbat habitat

Protected microbats, Southern Myotis (vulnerable in NSW) were identified in the bridge scuppers. We’ll have a microbat management plan with input from microbat specialists to provide habitat throughout construction.

What is an REF?

The REF describes the key features of the Singleton Bypass project and assesses the potential environmental and social impacts during construction and operation.

The REF document also makes recommendations on measures to manage and minimise potential impacts from the project.

The REF covers topics such as noise, vibration, traffic, air quality, flooding, Aboriginal and non-Aboriginal heritage, and socio-economic, agricultural property and biodiversity impacts.

The REF display is an opportunity for the community to make comment on the environmental impacts and mitigations for the proposed upgrade.

You can make a submission on the EIS to the Department of Planning, Industry and Environment (DPIE) either online or by posting a letter.

To make a submission online, create a user account on DPIE's Major Projects website. To create a user account click the ‘Sign In’ icon in the top right of the homepage or under the ‘Services’ tab and then click the ‘Have Your Say’ link.

When you are logged in, find the project you want to have your say on, and click the 'Make a Submission' icon. 

Anyone can make a submission about the project within the exhibition period, which runs from XXXXX.
