Overview
The Australian and NSW Governments are investing $200 million to upgrade the intersection of Homebush Bay Drive, Australia Avenue and Underwood Road. The proposed upgrade will ease congestion, increase safety and improve travel times and connectivity to Sydney Olympic Park and Homebush for all road users.
In 2022, the community was invited to provide feedback on the preferred option, a Diverging Diamond Interchange, an innovative traffic light intersection that would have been the first of its kind in NSW.
During the consultation period, we received overwhelming feedback from the community around the complexity, unfamiliarity and safety of the design. Key stakeholders also raised concern around impacts to Bicentennial and Bressington parks.
In response, Transport developed a new design, a more traditional traffic light intersection that reduced impacts to the parks.
A Review of Environmental Factors (REF) has now also been prepared to identify potential environmental and community impacts from the design and proposed mitigation measures.
We are inviting feedback on the new design and REF until Sunday 18 January 2026 11:59PM.

Review of Environmental Factors
The Review of Environmental Factors identifies and outlines all potential environmental and community impacts, constraints, risks and opportunities for the project.
Key environmental and community impacts identified include:
temporary reduction of road network capacity, traffic flow and travel times due to construction staging
temporary road and lane closures during construction
permanent relocation of the bus stop at DFO Homebush further east
temporary impacts to bus stops on Australia Road and Underwood Road bus stops
permanent relocation of the existing pedestrian crossing on Underwood Road further east
temporary disruption to pedestrian and bike rider movements during construction
temporary changes to access to Bressington Park
temporary and permanent changes to Bressington Park carpark
land acquisition at Bicentennial and Bressington parks
temporary adverse impacts to visual amenity from construction and compound site(s)
impacts to the visual environment from the removal of trees and vegetation
temporary noise impacts during standard hours and out of hours (night works)
No adverse long term operational impacts are expected as a result of this project
