Calling on suppliers of industry goods and services to register expressions of interest in the more than $700 million worth of work packages now on offer for the Warringah Freeway Upgrade.
CPB Downer JV has been selected by the NSW Government to deliver the Warringah Freeway Upgrade project.
The Warringah Freeway upgrade is key to a city-shaping network of roads that will reduce congestion in Sydney, as population and transport demand grows. The project will improve traffic flow, simplify the complex road corridor, and create better connections.
The project includes:
Upgrading four kilometres of the Warringah Freeway between North Sydney and Naremburn
Improving interchanges with Falcon Street, including a new northbound on ramp at High Street
Improved public transport links, with a continuous southbound bus lane from Miller Street to the Sydney Harbour Bridge
Around 2.5 kilometres of new and upgraded cycleways and pedestrian paths, integrated with public transport networks.
Construction will commence in 2022 and is expected to take approximately five years to complete, subject to the detailed design and construction program.

CPB Contractors Pty Ltd/Downer EDI Pty Ltd Joint Venture (the JV) recognise and support the commitments of the Transport for NSW Sustainable Procurement Policy. For the JV, procurement is undertaken to generate economic, environmental and social benefits beyond the goods and services required. We will strive to achieve value for money on a whole life basis in terms of generating benefits not only to the organisation, but also to society and the economy, with a neutral or positive impact to the environment. This includes issues such as: organisation governance; human rights; environmental impact; consumer rights; community support; fair and ethical operation.
CPBD JV will strive to deliver new benchmarks for sustainability in the transport infrastructure sector. At all times we will involve all employees, subcontractors, suppliers and consultants to:
Reduce our projects' contribution to climate change and work with our local and regional supply chain to develop innovative solutions, enhance sustainable practices and materials.
Ensure a balanced consideration of the whole of life environment, social and economic costs and benefits during decision-making, rather than just initial cost.
Set frameworks that will deliver value for money and minimise adverse impacts with the application of appropriate risk management techniques throughout the life cycle of the project.
Collaborate, train, support and empower our employees, contractors and suppliers to develop positive partnerships that will assist meeting our objectives.
Implement strategies to avoid unnecessary consumption, manage demand and reduce waste
Non-financial prequalification criterion shall be greater than 20% in total and incorporate sustainability
Increase industry sustainability awareness and knowledge through the delivery of sustainability training to high impact suppliers;
Require suppliers to have socially responsible practices including compliance with legislative obligations to employees.
Procurement targets relevant to processes and outcomes are defined through the targeted credits of the Infrastructure Sustainability (IS) Rating Tool. The IS Rating is a performance benchmarking tool, governed independently by a not-for-profit organisation, Infrastructure Sustainability Council (ISC). Specific credits targeted by the project as relevant to procurement, form part of the IS Pathway and will be adjusted over the course of the project.
The IS rating procurement credits define how sustainability is integrated into the supplier identification, evaluation, management, review and monthly reporting. Achievement of many sustainability targets will be captured through subcontractor reporting. This requires effective engagement with subcontractors and contract administrators to support accurate and timely data capture.
